By default, Microsoft Outlook 2003 does not download anyimages in HTML e-mails. This is a good security precaution, but it can be anannoyance if you receive regular HTML e-mails, such as newsletters from trustedsources, because you have to manually right-click on the graphic slots and thendownload the images in order to read many of these e-mails.

None of what is posted here has helped. Not even the advanced Editor Options did not work. I just stopped seeing images and downloads in the past 6 to 8 months. I keep asking the sender to resend the email and nothing changes. This is crap.
I have the exact problem as Aaron. outlook 365 is my client for hotmail, and gmail. images do not appear. option to view message in browser only. if I fwd I see the images, send to myself to/from hotmail/gmail when message is received, same issue. I have tried everything here and privacy settings in windows. I have shut off firewall and defender settings. removed other Anti-virus. has anyone found an fix for this

Many thanks for this excellent post. Our issues with embedded images had recently surfaced following the roll-out of the Office 2003 SP3 to my organisation. While not all users were effected, those that were became frustrated with the ICT group who could not provide an immediate solution.
I have tried this potential fix along with emptying the contents of this folder to no avail. I have also verified that all of the outlook options regarding the downloading of images are not the cause of the problem. I have two users who have this issue consistantly and none of the solutions suggested have made any difference. Does anyone have a suggestion besides the "OutlookSecureTempFolder" because, emptying the folder, deleting the folder, or deleting the registry key pointing to the folder have made to change to the fact that the users can't see embeded images in their emails. Any suggestions would be greatly appreciated.
The problem was: The virus changed the proxy settings to 127.0.0.1 so IE wasn't getting out to the internet and therefore Outlook wasn't getting out to the internet to download the images. Once I 'unchecked' use a proxy server under Tools --> Connections --> LAN Settings and restarted Outlook the problem was resolved.
